19-year-old Sayyid-Ali Ibragimov was killed in a cell by police officers, but those responsible for his death were never punished!

On May 28, 2009, the Office of "Kylym Shami" received a request for assistance in the proceedings on the circumstances of the death of Sayyid-Ali Ibragimov in the dungeons of the IVS.

In 2008, Sayyid-Ali and a friend were taken to a police station in the city of Kara-Balta on suspicion of murder.

According to his mother, police officers tortured him: they dipped him in handcuffs into water, beat him, put a gun to his head, threatening to kill him during an "escape attempt." They put his head in the trunk, beat his kidneys and chest.

In letters that Ibragimov later sent to his parents, he reported that he was forced to confess to five different crimes, threatening that he would be killed and no one would know about it, while being beaten on the head with eggplants with water, a baton in his footsteps, kicked in the groin, driven needles under his nails, and when he was brought to the bullpen, police officers ordered to beat him constantly until he lost consciousness.

Aziza Abdirasulova, the founder of the “Kylym Shamy” Foundation, wrote the following in her Facebook post on the Sayyid-Ali case: "Anyone who heard about the methods used by the police department at that time to admit the fact of murder, was horrified. I will mention only one of these methods. Sayyid-Ali's neck was cut with a razor blade and sprinkled with salt. When his stomach was cut open and his intestines were exposed, he was rewound with duct tape.”

3 hours before his death, Ibragimov called his mother and told her about everything that happened in the bullpen, and promised to tell all this in court.

On April 6, Sayyid-Ali died. The police department reported that Ibragimov committed suicide, that is, hanged himself in the cell, but no one saw how he did it.

In his explanatory note, the cellmate of the deceased wrote that when he entered the cell, Ibragimov was lying on the floor in the middle of the cell and there were no traces of self-hanging on him. The lawyer also noted that it follows from the testimony of the witness that Ibraimov was brought into the cell and only then a piece of tape was torn off from his blanket, which was there.

A little later, another man was arrested and charged with the murder of a man who was accused of Sayyid-Ali!

A criminal case was initiated against the police officers. The investigation was completed and the case was referred to the court. The District Court took a one-sided position. We appealed to the Chui Regional Court, and the regional court returned the case to the Zhayyl District Court.

Several months have passed. When we applied to the district court, we were told that they had not received the case materials. When we applied to the Chui Regional Court, we were told that the case materials had been sent. Thus, the criminal case against several police officers between the two courts has stopped. Ten years have passed. There was no place where we would not apply! If the materials of the criminal case are lost, then there is no criminal case and no responsibility! No one was punished for the death of a 19-year-old boy!
