On June 14, a press conference was held on the investigation of the criminal case over the use of torture by employees of the Department of Internal Affairs of the Oktyabrsky district of Bishkek. The press conference was attended by the Public foundation "Kylym Shamy", Alexander Vladimirovich Tiperov - the victim's lawyer, Svetlana Yuryevna Kosash - the victim's wife , and Gulzina Melsovna Akmatova - the lawyer.
"My client was beaten in the car, then he was taken to the Oktyabrskoe police department and beaten there. He received severe injuries, " said Alexander Tiperov.
According to Svetlana Kosash, when she saw her husband the day after his arrest, she did not recognize him. "He was so badly beaten. Now he has medical concerns. My husband was sentenced to 8 years in prison for assasination attempt. Such a criminal charge was imputed to him, because we complained about the actions of the police. A week after the incident, my husband filed a report to the Prosecutor General. The case was sent to the GKNB (State Committee for National Security). As a result, the policemen were dismissed — one of them went into hiding, the others were not even charged with criminal offenses, " she said.
It is worth remembering that in February 2019 Vladimir Anisimovich Kosash was beaten in the building of the Department of Internal Affairs of the Oktyabrsky district of Bishkek in an effort to punish him for commission of crime and to receive confession of guilt in committing crimes. According to the conclusion of the forensic medical examination of February 12, 2019, Kosash was seriously injured, but the investigative department of the State Committee for National Security in Bishkek is has not ruled a decision and has been delaying the investigation for two years, because in the current Criminal Procedure Code there are no deadlines for the investigation.
The participants appealed to the GKNB and the Prosecutor General's Office with a request to investigate this fact and bring law enforcement officers to justice. At the moment, the case is being processed by the Main Department of the State Committee for National Security in the city of Bishkek.
